No political activities for dual citizens

The government is considering amending the Immigration and Emigration Act disallowing dual citizenship holders to engage in political activities in Sri Lanka, highly placed government sources told Ceylon Today.

 

With the new amendment, those who hold dual citizenship will not be able to contest Presidential, Parliamentary, Provincial Council or Local Government elections.

 

According to sources, however, the politicians who already have dual citizenship will be exempted from the new ban, the government sources also said.

 

This decision comes in the wake of the controversy over Frontline Socialist Party stalwart Kumar Gunarathnam’s citizenship. Gunarathnam, who has citizenship in Australia, was abducted a few weeks ago while engaging in political activities in Sri Lanka and was released after two days of detention. There was tension between the Australian High Commission in Sri Lanka and the Sri Lankan government over Gunarathnam’s abduction.

 

When asked about this, Immigration and Emigration Controller Chulananda Perera said a final decision has not been made so far with regard to any new amendments.

 

“The Department of Immigration and Emigration cannot change any law according to its own whims and fancies. We are permitted only to make recommendations. After we make recommendations, the government has to determine their viability and take necessary measures to implement them. That is the normal procedure,” Perera said.

 

“We have not made a final decision on any recommendation which disallows dual citizenship holders to engage in political activities in Sri Lanka,” he asserted.

 

It is learnt, however, that plans are afoot to re-introduce dual citizenship with certain new regulations to those who request such for official as well as personal reasons. In addition to the regulations with regard to political engagements, dual citizenship holders will be monitored individually and the Department of Immigration and Emigration will maintain reports on their arrivals and departures.

 

The issuance of dual citizenship was temporarily suspended by the Department of Immigration and Emigration several months ago

If you think a certain dual citizen could be harmful to do politics in SL (Harmful to country not only the present government), and If you can prove that fact, the first thing is why did they allow him to obtain the dual citizenship of SL? In my case I was born in SL, came to USA and got my us citizenship here which allows me to do a job and live a long term here. SL is my Born -Home mother and USA is my Living Home. If somebody wants to check my loyalty, If there is a war between two countries broke out I certainly would leave US and come to SL to die. And if a certain group of Sri Lankans starts a terrorism movement against USA and its people, I would try to solve that and would not support them to disrupt the system here. This is the edge. So our heart born loyalty is with Sri Lanka and my people there, my religion there. So why can’t I come back in a later time and represent my village.

They should put this on to parliament to decide through a fair vote. Anyhow it is not the matter of being a dual citizen or not. It is what they are up to and what they do against the country and such a movement should be banned, not all dual citizens. There should be a strict screening process in granting the dual citizenship for sure. For politics the gov. can include some rules such as being present in SL for past 2 years and pay income tax, a social service index as pre qualifications to contest. Let the people decide who they want to be their representative through elections.

It would be ok to bar them from being the president or PM. But a bar for being a parliamentarian, pradeshiya sabha, council is not making any sense. Gov. is going to lose a massive supporting community who live in overseas by attempting this. It’s not that all want to do politics, But it’s a moral hurt and slam for just being a dual citizen.If they apply this, it should be imposed to current politicians who are already duals to this day. Let’s see how many patriots will be left in politics if they do that.

This is not fair. In a democratic system you cannot ban any citizen from right to lead a community politically. If the political agenda is harmful to the country, then it’s ok ban that movement.,
This law should be more specified than this.
If a man who has a dual citizenship and has not proven harmful acts against the country’s image or interests should be given a right to represent any authority as a Sri Lankan.
Filtering and classifying criteria should be more important than a general ban. As this are a pure discouragement and discrimination.
Sure they should modify this otherwise it would be looked as a disgrace to be a Sri Lankan to live abroad and maintain his Sri Lankan qualities and links and contributions to motherland.

Sam, u r 100% correct.This terrorist with INGOs/NGOs and other foreign meddlers are trying to disrupt the Peace brought by the President and the Govt. Austrailia had been working, while it was well exposed when Ausies Embassy forwarded this man's original Passport. This type of people should not be entertained in Sri lanka and let them do their politics where they live.

If this becomes the law, it should be applied to all. No acceptance for politicians already who have dual citizenship. They have to decide whether they keep the dual citizenship or politics.

Does this mean that the Children born to Sri Lankan parents abroad too
are not being Registered as "Registered citizens" in accordance with
Act. 18 of 1948?

Why all this mess now? Why not take away all political appointees with dual citizenship out from their posts? If the government wants to use this immigration law they should strip the so called individuals out or give them a termination time period and the names should be published.

This needs clarity. Does it mean disallowing dual citizenship to opposition political activists to engage in political activities in Sri Lanka or all political activists??
