State Minister of Highways Dilan Perera yesterday (12) said that former President Mahinda Rajapaksa should be aware that not even the President has the authority to dissolve Parliament until after four and a half years.

Commenting on the former President's claim that the current Parliament should be dissolved, he further added that Rajapaksa with his legal knowledge should be aware of the fact that Parliament cannot be dissolved until its due course has run.

However, according to Article 70(1) of the Constitution, whilst the President can dissolve Parliament after a period of four years and six months, Parliament can be dissolved prior to this period through Parliament's request with a resolution passed by a two-thirds majority.

Meanwhile, when asked as to whether any Parliamentary changes will take place due to the Local Government election results, Perera added that this will be decided when the next Parliamentary session is summoned.
